That was one of the most bizarre sights I've ever seen. The guy obviously had mental problems and was in no position to hurt the cops unless they tried to physically hold him. There was no risk he would evade them somehow. The problem was, as is the case with rare circumstances like this, is lack of patience and innovation. Simply trying to take the time to figure out how a couple of able bodied men could subdue a guy with no legs doesn't seem insurmountable when his life is at stake.
